“Plans for a new Port Authority Bus Terminal inched forward Thursday when commissioners of the bi-state agency that owns the Manhattan bus station approved a $32.2 billion capital plan that included $3.5 billion for a new terminal.”

A lot of work still needs to be done as this is a large and complex infrastructure project in the largest city in the nation. But this step is as important as any other.
