This page is provided to give you all the information you need about SWAC and to answer your questions.

SWAC stands for Secure Worker Access Consortium (SWAC). It is a cooperative security program that screens individuals who need access to secure areas or to confidential information. SWAC meets the challenges of Personal Identity Verification (PIV) for contracted workers to help ensure they are known, well-trained, and have a threat-free history in accordance with federal standards.

SWAC is required to work in a designated secure area of any Port Authority of New York and New Jersey project, as well as accepted by other authorities and agencies. Some of which include, but are not limited to:

  • New Jersey Turnpike Bridge Hardening Project

  • New York State Thruway Authority

  • Tappan Zee Bridge and Tappan Zee Bridge replacement project

  • NY State Bridge Authority

  • Newburgh Beacon Bridge

The list of projects that require SWAC credentials is growing and includes upcoming NJ Transit projects, so we encourage Local 825 members to apply for credentialing and take advantage of our reimbursement benefit to cover the expense.

When applying for your SWAC credentials:
BRING ORIGINAL IDENTITY DOCUMENTS, photocopies will not be accepted. The documents that you will need to bring are fully explained in the application. Also not that , part of your identity documents must include your original Social Security Card, which may not be laminated. If your card is lost or laminated, you must report to your nearest Social Security Administration office and request a letter verifying your Social Security number. SWAC agents can accept the SSA letter.

Here is a list of identification items that you may bring with you. All documents must be valid and unexpired.

PLEASE BRING: One of the following:

  • Social Security Card (Original and un-laminated)

  • Foreign National ID Cards

AND ALSO: One from this list:

  • US Passport or US Passport Card

  • US Birth Certificate (Original or certified copy)

  • Foreign Passport - Unexpired document that contains a temporary I-551 stamp or temporary I-1551 printed notation on a machine readable immigrant visa (MRIV)

  • Alien Registration Receipt Card - (INS Form I-551, aka "Green Card")

  • Certificate of U.S. Naturalization - (Form N-550 or N-570)

  • Certificate of U.S. Citizenship - (Form N-560 or N-561)

  • Unexpired Temporary Resident Card (INS - Form - I-688)

  • Unexpired Employment Authorization Card - (INS Form I-688A)

  • Permanent Resident Card or Alien Registration Receipt Card - Form I-551

  • Employment Authorization Document (Card) that contains a photograph- Form I-766

  • Non-Immigrant Alien authorized for work with specific employer - In the case of a non-immigrant alien authorized to work for a specific employer incident to status:

    A foreign passport with Form I-94 or Form I-94A bearing the same name as the passport and containing an endorsement of the alien non-immigrant status. This is valid as long as
    - the period of endorsement has not expired and
    - the proposed employment is not in conflict with any restrictions or limitations identified on the form

Any TWO of the following unexpired ORIGINAL forms of Government issued identification; at least one (1) of which is from Column A, must be presented to the SWAC Agent prior to your application approval.
(IF TWO (2) ARE FROM COLUMN A THAN COLUMN B IS NOT REQUIRED)

Present One (1) from Column A (Photo ID)

  • Passport

  • Driver's License or ID Card issued by a state or outlying possession of the US - (Document must contain a photograph or information such as name, date of birth, gender, height, eye color, and address)

  • US State Learner's Permit

  • ID card issued by US federal, state, or local government agencies or entities - (Document must contain a photograph or information such as name, date of birth, gender, height, eye color, and address)

  • Public Assistance Card

  • US Military ID Card or draft record

  • Military Dependent's ID Card

  • US Coast Guard Merchant Mariner Card

  • Driver's License issued by a Canadian government authority

  • US State or City Employee ID Card

  • Customs Zone Access Card

  • US State Security Guard ID Card

Present One (1) from Column B (Non-Photo ID)

  • Non-Immigrant Visa/I-94 (NOTE: If your Visa expires before the term of your membership, (3 Years), your membership will be limited to the Visa Expiration Date) - In the case of a non-immigrant alien authorized to work for a specific employer incident to status, a foreign passport with Form I-94 or Form I-94A bearing the same name as the passport and containing an endorsement of the alien non-immigrant status, as long as the period of endorsement has not yet expired and the proposed employment is not in conflict with any restrictions or limitations identified on the form

  • ESTA Authorization Document (NOTE: By choosing this document your SWAC Membership will be limited to the ESTA "Date of Entry" plus 90 days and you will not receive a SWAC card.) - ESTA enables foreign nationals to enter the U.S. on a temporary basis (less than 90 days) for business purposes.

  • Original or certified copy of birth certificate issued by a state, county, municipal authority, or outlying possession of the United States bearing an official seal

  • Vehicle Registration (In your name)

  • US Citizen Identification Card (Form I-197)

  • Native American Tribal Document

  • Marriage Certificate

  • Baptismal Certificate

  • Union Labor ID Card

  • Certification of Birth Abroad issued by the US Department of State (Form FS-545)

  • Certification of Report of Birth issued by the US Department of State (Form DS-1350)

  • Identification Card for Use by Resident Citizen in the United States (Form I-179)

  • WTC Site Only: Path Roadway Worker Protection Card - (if applicable)
